QtWebEngine is not just a wrapper. It is a continously rebased fork and stable
API (just like CEF is). Among the many changes it has is better Linux
integration and with Qt 5.6 unbundling of third-party libraries so that it may
be distributed by Debian and Fedora.

CEF also doesn't appear to have had an update since January 2015. It doesn't
appear regularly maintained.
But then I am hardly a neutral voice on the issue ;)
