I highly doubt it. I noticed slow opening of pages but blamed KHTML.
Installed nscd and voila - Konqueror became blazingly fast.

And because I've had problems with DNS default from my ISP I exchanged
entries in resolve.conf to addresses recommended separately on different
usenet groups. So I suspect well configured DNSs are exception, not
a rule.
