On my systems this has always been working without problems (currently 'still' 
at 3.5.3), i.e. the included alternative XMLUIFile is being used, removing 
toolbars (with hidden = "true") works etc. BUT: removing (parts of) the menu 
gives me weird 'merging' results (File menu instead of Document), even 
removing <Merge /> does not solve all problems (let me know if I have to be 
more specific here). Is it picking stuff up from the KPart? I have no idea.
