I am almost embarrassed to post this.

Apple has freed KHTML from the Qt non-commerical license. A port of the kwq 
library to Win32 means that KHTML will run on Windows. I am going to load the 
WebCore code into Visual C++ tonight and take a look.

I hope I haven't offended anyone.
