I'll second that. 
I think SHIFT is in general a "slight" modifier, something that affects an 
event in a non-radical way.
Maybe it would be wiser to keep it for a future smooth wheel scroll that would 
be consistent with shift+up key ?
I would propose something like CTRL+SHIFT for such a big behaviour change.
