You are right.
With MS IE5 UserAgent, I have on Google
http://www.google.com/search?hl=en&ie=UTF-8&oe=UTF-8&q=%D0%BF%D1%80%D0%B8%D0%BC%D0%B5%D1%80
So, problem is in userAgent identification area, not in KURL?..
