http://htmltests.newmail.ru/css/img-ok-BASE-htmltestst_css-HTML4-Strict.html

I had <base href="http://htmltests.newmail.ru/">
while correct BASE URL should be
<base href="http://htmltests.newmail.ru/css/">
so, it was searching IMGes in a wrong directory.

img-ok-* - shows images
img-ok-BASE-deleted-HTML4-Strict.html - even from local disk
img-ok-BASE-htmltestst_css-HTML4-Strict.html - only when placed on web, with 
URL above

img-absent-BASE-wrong-HTML4-Strict.html - can be treated as a simplified 
testcase for my problem

|   I have option "View Image(vcss.gif)", and selection this option
| successfully opens new Konq window with that file.

this means RMB action "View Image" was programmed in a _wrong_ way - it was 
not respecting BASE url. (and was showing image, instead of telling that file 
not found)
So, surprisingly, but ... this function needs fix.
