I remember filling out some similar bugs myself. In Qt2, KHTML was
preferring an ISO-8859-5 charset font for any Cyrillic encoding, and it
couldn't use multiple charsets of the font at once. Thus, the issue
wasn't threated due to architectural difficulties.

This should be changed with Qt3, which sees all the charsets of the font
as one fontset. KHTML doesn't explicitly specify the font's charset on
it, and the Qt's engine can print out arbitary Unicode strings using
the glyphs from the appropriate charsets automatically.
