I think you mean https://bugs.kde.org/378481, apologies for the delay, however we do have actual work in progress on great date/time support, currently on fundamental https://bugs.kde.org/393094 task. To discuss details on mailing lists we can start a new thread.

Just a random idea, for any already reported bug it's OK to ping the team to request the update (on bugs.kde.org in the comments of the bug) and also vote for a bug on bugs.kde.org. 

And reminder, new form of real-time contact is Telegram group, see https://community.kde.org/Kexi/Contact#Recommended_forms_of_contact. I am personally not present on IRC very often anymore but on Telegram.

My very old wish to improve the input year from 2 figures to 4 is in 3.1.0-1
not realized. This is basically necessarry.
Kexi crashes very offen in context report.
Extremly important is the opportunity to export a database. This version does
not work for it and Kexi crashes each time.

Where is an better version?

I want to use Kexi furthermore for my tasks if I can use these above
functions.
