Because there is this unfounded belief that if we shoehorn our release cycle 
into the kde release cycle we can get more "press".  When in fact it allows 
us to release a haphazard pile of code we have to fix before the .1 
release :P

This is my opinion as some one who has been fighting this for some years and 
loosing, so feel free to ignore me ;)
