At the moment all files from the parser are going to some home directory. This
is very bad in some cases, because the home directory can be a network drive
(as it is in my case).

Therefore, it would be very good to add an option to choose where the
configuration and parser files go.

Reproducible: Didn't try

Steps to Reproduce:
just start the kdevelop

Actual Results:  
All files are stored in some home folder.

Expected Results:  
There should be an option to choose to which folder the files go (configuration
files, parser files, etc)
