Store project specific snippets in project configuration in order to share them
with other developers using that project file.
Obviously this has to be the foo.kdev4 file, not .kdev4/foo.kdev4.

Use case:
KDevplatform could contain a snippet for getting a plugin:
    IExecuteScriptPlugin* iface =
KDevelop::ICore::self()->pluginController()->pluginForExtension("org.kdevelop.IExecuteScriptPlugin")->extension<IExecuteScriptPlugin>();
    Q_ASSERT(iface);

It would not make sense to have this snippet in a global GHNS repository.
And all developers would automatically get those snippets.
