Simply not possible as workingsets are currently only part of the shell
implementation. There's no API provided to manage them in any way so no way for
a plugin to access them.

Also I'm not convinced this is needed. The current UI should be easy and
straight forward enough to setup a working set for something. If we need ways
to change the icon and name we should do it there. I don't want to have X gui's
to do the same thing in the application, there should be exactly one way and
that one should work well.
