Now thats way more specific.

That exists as action, no idea why its not available in the toolbar
configuration, but I'm pretty sure thats a kdelibs problem. So you need to file
a bug against kdelibs for not supplying the actions from plugins for toolbars.

Then configure your kdevelop as you need it. KDevelop4 will not put tons of
toolbar icons into the toolbar that few people ever need. Additionally most
developers feel that keyboard shortcuts are much better than toolbar icons.
