The outline view is supposed to give an overview of the document, and thus it
is sorted by line-number.

The function-list in the code-browser is supposed to do the same. By using the
mouse-wheel you can jump through all the functions in the document. Thus it's
also sorted by line-number.

You cannot have an overview of the document if the items are in a different
order.

The KDevelop3 file function-list was sorted by the name of the items, and IMO
it was completely useless.

If you want stuff sorted not by semantic rather then line-numbers, then you can
use the class-view. So what's the usecase of this, given that the class-view is
available?
