If you goto Settings->Configure Toolbars, then in that dialog, select something
along the lines of "katepartview", which is I suppose, where you get actions
like Undo/Redo, Save, Comment/Uncomment, etc. from. 

So you add some actions to that toolbar through that editor.

After you do that, you right click somewhere on the window, and there are only
2 toolbars that can be added. Also going to Settings->Toolbars only lists 2
also. The 2 that are listed, are "Debugger", and "Main".

Well, obviously this is taunting, since we can add actions to some toolbar that
can't be shown :P
