Hmm, I can't reproduce this anymore on my workmachine. As I said there's a bug
about re-assigning, I filed a bugreport. The tests I did:

- start kdevelop
- load a project
- configure shortcuts
- set "Build" to "None
- set "Build all Projects" to "F8" (note that this is needed currently because
re-assigning doesn't work)

Then I closed kdevelop. 

- start kdevelop and load a project, then check the shortcuts -> Ok
- start kdevelop, open shortcuts editor (no build-related actions), load a
project  and open shortcuts editor again -> Ok
- adjust the "re-open projects on startup" option to be set, close kdevelop and
start it again, check shortcuts -> Ok

I'm not aware of any other testcase. Can you please do the following:
erase any kdev* directory in $HOME/.kde4/share/apps and then try to set the
shortcut and check wether it sticks.
