I think I find how to trigger this bug, but I am not sure whether it's all
kdevelop's duty, it seems a bug with 'skim' and some KDE components.

This 'cursor blinking but no input accepted' bug occurs like this:

install skim, then this bug appers, 
   affected: kconsole's input area, kate's editor, kdevelop's editor
             (are they the same component ? )
   not affected: gedit and kedit's editors

if the skim is killed by 'killall skim', this bug never occurs.

my Ubuntu is mostly installed by default(apt), besides I added 
  root@chice-laptop:~# cat /etc/X11/Xsession.d/10kde-language
