I don't know the reason, but indent is put as the kdevelop keyboard shorcut (not kate) even if it is kate shortcut (maybe other kate functions are also listed in main kdevelop).

The problem is, I cannot define ctrl+i as indent and kate and kdevelop AND at the same time, ctrl+i as italics in Kile.

All those applications claim, that indent is their own feature and has their own, separate shortcut for it, but when you test it, it appears, this is shared among them.
