Andreas, it is just a makefile + make. Nothing fancy. But! it is not 100% reproduceable (i.e. it does not happen every time -- today I was unable to reproduce it).

Btw. when you start kdevelop this block also moves, and several times. I guess it is all the same cause -- there is some kind of auto adjustment, and when the left part changes, the right part is adjusted.
