That depends on what you mean with "development version". The real "development version" is KDevelop4 and that one doesn't have a framework yet for running or debugging applications. But we do also fix bugs in KDevelop3 under the svn url: anonsvn://svn.kde.org/home/kde/branches/kdevelop/3.5, the next version of that kdevelop3 branch will be released soon, but if enough bugfixes pile up we will do another one. The 3.5 version is the same as 3.4.x wrt. to the debugger stuff.
