When the setting for "ctags binary" key under [CTAGS] group is empty, but set (which \
happened to be the value for me on a test-only setup, where no change from default \
was given), the ctags plugin does not default to looking for a ctags binary, nor \
honours the system's ctags binary setting, and simply tries to execute "-R" (that is, \
the first parameter passed to ctags, as no command is given to be ran).
