Well, this is just a guess, but using kapptemplate from kdesdk would
mean kdevelop would have a build-time dependecy on kdesdk. Not sure
wether the kdevelop maintainers really want that.

Note: The admin dir is packed together with the rest of the template
into a tar.gz and there are various different kde templates in kdevelop.
