Two possible workarounds for you:
create a symlink /usr/share/doc/qt-devel-3.3.4/ pointing to /usr/lib/qt3/doc/
or delete ~/.kde/share/config/docqtpluginrc and probably docdoxygenpluginrc.

It does look like SuSE bug anyway. Could you please tell me the compiler flags SuSE packagers use for kdevelop rpm?
