As I tried to explain in comment #20, the code doesn't do what you seem to think it does. The testcase I attached illustrates the two cases you have. 

The KDevelop template sets up the widget as the centralWidget of the KMainWindow.  If you restrict the size of the widget, this does not restrict the size of the mainwindow itself. This seems completely correct to me.

In any case it's not a bug in KDevelop. You could start an argument with Trolltech, but I believe the behaviour is correct.
