Using KDevelop 3.2.1 I see the same issue.
Tested with external SVN server and a simple KDE Application project.
I get the same log entry windows and nothing gets created on the remote SVN server.
Interestingly it never asks for any password (which I need to provide if I so there with svnadmin or ssh)
