The CTags plugin is selected and enabled by default when a project is created, even \
though that there isn't a version of CTags in the system. 

It seems that this problem (the enabling of plugins which aren't available) affects \
all plugins which need to be installed. It seems that KDevelop doesn't check for the \
existence of those plugins when installing and creating a new project.
