This was not a problem of KDevelop rather of KDE or KDM. In the new release, the \
sourcing of startup scripts has somehow changed. Adding a script in ~/.kde/env/*.sh \
which sources all the necessary scripts has solved the problem.

Sorry for reporting this as a bug.
