I was greping through all my ~/.kde, and i've found file, thac causes the problem:
~/.kde/share/apps/kdevfilecreate/file-templates/cpp
which looks like this:

//

// Author: %{AUTHOR} <%{EMAIL}>, (C) %{YEAR}
//
// Copyright: See COPYING file that comes with this distribution

The file was dated at august 9 2004

I haven't seen this before, since i am using kdevelop every day, and i went thru 3.1 \
and all 3.2 betas. This template came up after upgrading to 3.2
