I had the same problem:

When I created new project selecting CVS for version controll system (initialising local repository) and tried to update CVS, the same dialogbox appeard hidden behind KDevelop window.
To make CVS working I needed to reopen the project.

I'm using KDevelop 3.2.0 and KDE 3.4 (in polish language) on Gentoo.
