When you create a new Kate plugin with config page project, the .kdevelop file is empty (totally empty) hence the project cannot be loaded.

Generally speaking, there are too many templates in KDevelop so their maintainance is too difficult.
I suggest implementing KNewStuff for getting templates and assigning templates to people who could maintain them.
