Steps:

(1) use a localized KDE, Kdevelop version,
(2) create a new C++-KDE project with the wizard,
(3) when asked, use custom license (or maybe other),
(4) have a look at the generated main.cpp:

KAboutData about("bla", I18N_NOOP("Bla"), version, description,
                     KAboutData::License_Benutzerdefiniert, ...

compare to the values defined in ${KDE_INCLUDE}/kaboutdata.h and correct to KAboutData::License_Custom.
