The percentage that will actually use the 'GIMP Thumbnail Library Reference Manual' is probably rather small and I dont think items like this should be enabled by default. Of course it is possible to trim it down manually in the Kdevelop options but to be honest its quite a chore to disable all the docs one by one. I would suggest to take the opposite approach and start with an empty help library and a big friendly button for adding documentation items. Or start with very few commonly used entries, such as the STL library for C++ programming. Although personally I think starting completely blank would be a better solution. When adding an item to the list, a dialog should ask if one wants to add this doc for all projects or just for this project.
