You were right, Amilcar! The file was in HOME$/.kde/share/config.
I deleted the file and re-enabled the global plugins and the crash
problem is solved. This is probably whats happening on *alot* of
the systems with this problem. In retrospect, this really seems
more like a libkdecore problem. If the lib can't find the plugin
it should return an error rather than raise SIGSEGV. If there
really is a trap in kdecore it should be fixed. Or am i off base?

Anyone reading this should be aware that the appearance of kdevelop
may change when you delete the kdeveloprc file.
