I had the same problem until I removed the CVS (I don't think it's cvsservice) plugin.

KDevelop 3.1, compiled from sources using gcc 3.3.3 20040412 (Red Hat Linux 3.3.3-7)
I am running a Fedora Core 2 on an P4M 2GHz, 512MB, KDE 3.2.2-8.FC2 Red Hat, Kernel 2.6.7
