You're getting two mails because the mailinglist is sending one, and one is 
being sent directly to you by my KMail on my end.  I'll just send to the list 
now.

What error specifically do you get when you try to use the appwizard?  Can you 
verify that the template files are correctly installed in 
/usr/local/kdev/share/apps/kdevappwizard/template-common?
