I am running Suse 8.1 and encountered the same problem with kdevelop 2.1.3
 and 2.1.4.

With 8.1, the documentation ist per default installed at
/opt/kde3/share/doc/html/en/kdelibs-apidocs
So I don't know if your path is set correctly.
But on my computer kdevelop refused to accept the path, even if it was set
correctly. The reason was, that the kde-lib-doc delivered with suse seems to
have an incorrect dir-format.
Kdevelop searches for some files like: $DOCDIR/kdecore/index.html, but at
suse, the file index.html hides in a subdir called /html, so the path should
read: $DOCDIR/kdecore/html/index.html

I fixed this with downloading the kdelibs-sources. Then i let kdevelop
 rebuild the documentation, and everything was fine :-)
