There are now three ways to handle this problem:

1) Downgrade your autoconf as SuSE suggest:
------
Download an older version of autoconf at:

ftp://ftp.suse.com/pub/suse/i386/7.2/suse/d2/autoconf.rpm

and install it with YaST2 or directly with RPM:

rpm -Uvh autoconf.rpm --force
-------

2) Download the actual kdevelop 2.0.2 tarball and compile/build it by 
yourself.
e.g. ftp://ftp.kde.org/pub/kde/stable/2.2.2/src/kdevelop-2.0.2.tar.bz2


3) Install the new kdevelop-2.0.2-2.i386.rpm from
ftp://ftp.ee.fhm.edu/pub/unix/ide/KDevelop/binaries/SuSE-7.3/kdevelop-2.0.2-2.i386.rpm

and install it either with yast or the rpm-command.
N.B: Please, don't use the version kdevelop-2.0.2-0.i386.rpm you would 
find at ftp.kde.org (and the other kde mirrors)!

I'd suggest either solution 2) or 3).
