Yes, the configure system of the admin subdir still seems to have some
problems.
Try this:
 export QTDIR=/usr/local/qt3
 cd kdevelop
 make -f admin/Makefile.common cvs-clean
 make -f Makefile.cvs
 ./configure
and so on...
