Since KDE 3.5 the sending configuration is stored in 
~/.kde/share/config/mailtransports. Maybe the upgrade scripts did not 
copy the sending configuration from ~/.kde/share/config/kmailrc to 
~/.kde/share/config/mailtransports, e.g. because the old kmailrc wasn't 
available when the upgrade script ran.

OTOH, he seems to have checked the configuration of the sending 
accounts.
