Well, a mailing list application doing such a thing is broken. It should 
either convert to an encoding that covers Hebrew and Cyrillic, i.e. 
utf-8. Or it should convert the original message to a message part and 
append the mailing list footer as another message part (which is what 
this very mailing list does with my messages because they are 
electronically signed).

utf-8 can encode all Unicode characters.
