Hi Jorge,

My experience is that this has something to do with the KDE network status 
daemon wich detects whether a network connection is present for KDE 
applications such as KMail.

I had exactly the same problem as you described and am now able to bypass it 
with the following procedure. I am using SuSE Linux Enterprise Desktop so I 
am not sure that this works exactly the same on OpenSuSE.
1. Go to Personal Settings -> KDE Components -> Service Manager
2. Under Startup Services there is the Network Status Daemon. Click on it and 
then stop the daemon and restart it using the buttons.
After this, KMail flawlessly downloads my mail messages through a PPP 
connection.

The trouble is that you have to stop and restart the daemon each time you have 
rebooted your operating system so this bypass is only usable for experienced 
users. The bug has been reported (see 
https://bugs.kde.org/show_bug.cgi?id=145106) but not been fixed yet.
