It's the offline mode failing to detect that you are online.  I should know as 
I wrote this code for SUSE.

What are you using to connect your dialup connection?  KNetworkManager and 
KInternet should notify the offline mode module correctly.  KPPP doesn't and 
this requires a workaround.
