Searching the DB before submitting the bug I find 
http://bugs.kde.org/show_bug.cgi?id=89728 which indicates it isn't done 
though that bug may be a bit confusing as to exactly what it is.

I also find http://bugs.kde.org/show_bug.cgi?id=37198 (2003) which indicates 
hat new folders are supposed to be created with the identity of their parent. 
For dIMAP I just tested by creating a new folder with a non-default identity 
parent and the parent identity. The newly created folder has the default 
identity set to it.

As 37198 appears to be regarding a recursive application of changes, I created 
a new bug #139293.
