Not at all.  On a mailing list, if you don't know anything that can help a 
user, when you're polite you don't say _anything_.  Otherwise the list 
quickly fills up with all the nice people saying "Sorry, I can't help you".

Because we put a lot of effort into making this work.  When we _do_ have a 
solution, we want it shared with everybody.  If I CC you, you have the option 
to take any discussion off the list - then any refinements that need to be 
made to the proposed solution aren't available for everybody to see.

I don't see that - what that page said (as you quoted it) was that ALL replies 
may _only_ be sent to the list [emphasis mine].  Perhaps that's not what the 
author meant, but it's certainly how most native-English speakers would 
interpret it.

Yes, that's true but still the only workable way in the opinion of many.
