It used to be ~/Mail. Nowadays it's ~/.kde/share/apps/kmail/mail.

Note that the answer in the FAQ isn't 100% accurate. Instead of writing
  folders=/home/username/.Mail
you should write
  folders=$HOME/.Mail
Also you don't have to add the line because it's already there (in the 
past it wasn't there). Instead change the existing "folders" entry to 
the desired value.
