Yes, the output of all X apps is redirected to this file. Just a few 
days ago my .xsession-errors exploded to 170 MB (then my disk was full) 
because of a crazy Java applet.

What does "installed normally" mean? Did you compile kdebase yourself? 
If yes, did you run configure with the --enable-debug=full option?

Hint: You can simply send yourself enough messages. Then you don't have 
to wait 24 h. Alternatively subscribe to kde-cvs or kde-bugs-dist.
