make vcc.c ; rm vcc.h ; cvs update vcc.h ; touch vcc.c vcc.h

then make again.

Given that we never ever really want to regenerate either the .h or the .c, 
could we just stop generating them from the vcc.y entirely? It'd save a lot 
of error reports like this one, at the expense of putting one more generated 
file in CVS.
