After spending some time troubleshooting this same problem, I  discovered the 
solution. It seems that the Identity has to contain an email address.  Once 
this field is no longer blank, delete any outgoing messages that are stuck in 
the queue, compose a new message and try to send.

It should work as expected with that change.
