Err, restarting kglobalaccel5 resp. setting the layout in xorg.conf *does* work
on global shortcuts - so this is really just bug #350816

no problem with shift keys at all)


The problem that then arises is that ctrl+z (anything else?) won't work in
local contexts - from your description it sounds as if the shortcut is assigned
globally (or at least grabbed away)

italy + ctrl+z sounds like some qwerty ./. qzerty conflict?
=> so which layout is it supposed to be and what's the output of "setxkbmap
-print" and "setxkbmap -query"?
Also attach your ~/.config/kglobalshortcutsrc over there.
